স্থানীয় সরকার প্রকৌশল অধিদপ্তর (এলজিইডি) দেশের অন্যতম বৃহৎ প্রকৌশল সংস্থা। ৬০ এর দশকে পল্লীপূর্ত কর্মসূচি বাস্তবায়নের মধ্যদিয়ে কার্যক্রম শুরু করলেও সময়ের পরিক্রমায় এর পরিধি ব্যাপকভাবে বিস্তৃত হয়েছে। দেশের প্রত্যন্ত অঞ্চল থেকে শুরু করে শহরের সীমানায় রয়েছে এলজিইডির বিশাল কর্মযজ্ঞ।

 

পল্লি অঞ্চলের সড়ক যোগাযোগ এবং হাট-বাজার ও গ্রোথ সেন্টার উন্নয়নের মাধ্যমে গ্রামীণ অর্থনীতিকে গতিশীল করতে এলজিইডি যে অবদান রেখেছে তা আজ দৃশ্যমান। দেশের ক্রমবর্ধমান প্রবৃদ্ধি অর্জনে এসব অবকাঠামোর অবদান অপরিসীম। প্রত্যন্ত পল্লির মানুষ আজ সর্বোচ্চ দুই কিলোমিটারের মধ্যে পাকা সড়ক ব্যবহারের সুবিধা পাচ্ছে। মানুষের জীবনমান উন্নয়ন ও দারিদ্র্য বিমোচনে পল্লির এসব অবকাঠামো ব্যাপক ভূমিকা রাখছে।

 

গ্রামীণ অবকাঠামো উন্নয়নের পাশাপাশি এলজিইডি শহর ও নগর অঞ্চলেও ভৌত অবকাঠামো উন্নয়নে ভূমিকা রাখছে। নগর স্থানীয় সরকার প্রতিষ্ঠানসমূহকে (পৌরসভা ও সিটি কর্পোরেশন) কারিগরি সহায়তা প্রদান ও এসব প্রতিষ্ঠানের পরিচালন ব্যবস্থা ও দক্ষতা উন্নয়নেও এলজিইডি সম্পৃক্ত।

 

দেশের কৃষি ও মৎস্য উৎপাদন বৃদ্ধিতেও এলজিইডি বিশেষ ভূমিকা পালন করছে সারাদেশে ক্ষুদ্রাকার পানি সম্পদ উন্নয়ন প্রকল্প বাস্তবায়নের মাধ্যমে। এসব প্রকল্পে স্থানীয় অংশীজনদের অংশগ্রহণে প্রকল্প প্রণয়ন ও বাস্তবায়ন এবং পরিচালন ও রক্ষণাবেক্ষণের ফলে নিম্ন আয়ের মানুষের জন্য সল্প ও দীর্ঘমেয়াদী কর্মসংস্থানের সুযোগ সৃষ্টি হচ্ছে।

 

স্থানীয় পর্যায়ে গ্রামীণ ও নগর অবকাঠামো উন্নয়নের পাশাপাশি এসব অবকাঠামো রক্ষণাবেক্ষণ এবং স্থানীয় সরকার প্রতিষ্ঠানসমূহকে বিভিন্ন বিষয়ে কারিগরি সহায়তা প্রদান এলজিইডির কর্মতালিকার অংশ। একইসঙ্গে বিভিন্ন মন্ত্রণালয়ে প্রয়োজনীয় কারিগরি সহায়তা দিয়ে থাকে এলজিইডি।

 

উন্নয়ন প্রকল্প প্রণয়নে অবকাঠামোর তথ্যভান্ডার, ম্যাপ, কারিগরি বিনির্দেশ (টেকনিক্যাল স্পেসিফিকেশন), ম্যানুয়াল ইত্যাদি প্রণয়ন এবং দক্ষ মানবসম্পদ সৃষ্টি ও কর্মদক্ষতা বাড়াতে সংস্থার নিজস্ব কর্মকর্তা/কর্মচারী, স্থানীয় সরকার প্রতিষ্ঠান ও অন্যান্য অংশীজনদের জন্য নিয়মিত প্রশিক্ষণ কার্যক্রম পরিচালনা করে থাকে এলজিইডি।

Local Government Engineering Department (LGED) is one the largest engineering agencies of the country. It began its journey in 60s as Rural Works Programme and with the passage of time its activities expanded from remotest corner of the country up to the cities.

 

Role of LGED in strengthening of rural economy through development of rural transportation and improvement of rural markets and growth centers are visible across the country. Contribution of these infrastructures are enormous in achieving the ever increasing national growth. People living in rural areas now have the access to metaled roads within two kilometers while the rural infrastructures play pivotal role in the improvement of lifestyle and reducing poverty.

 

LGED also maintains its presence in the infrastructure development in urban areas. The department is also involved in providing technical assistance, governance improvement and capacity building of Urban Local Bodies (Municipalities and City Corporations).

 

LGED’s role in augmenting agricultural and fish production through small scale water resources (SSWR) development projects is remarkable. These initiatives have created short and long term employment opportunities for the low income group of people. Local stakeholders are included while planning and implementing the schemes and in the operation and maintenance.

 

Besides, the activities mentioned above, LGED extending technical assistance to Local Government Institutions. Required technical assistance is also provided to various ministries.

 

LGED also develops infrastructure database, maps, technical specifications, manual etc. required for development projects. Regular training courses conducted by LGED for enhancing skill of its own employees, members of the Local Government Institutions and other stakeholders.
